RAKEZ explained: who the freezone suits

In shortRAKEZ (Ras Al Khaimah Economic Zone) is one of the UAE's most cost-accessible freezones, covering a broad range of activities from consulting and e-commerce to light manufacturing. It suits founders who want a lean, compliant UAE base without paying for a Dubai address. It is less suited to financial services, regulated activities, or businesses where a Dubai or Abu Dhabi address matters commercially.

RAKEZ explained: who the freezone suits

RAKEZ (Ras Al Khaimah Economic Zone) is the principal freezone authority for the emirate of Ras Al Khaimah, about an hour’s drive from Dubai. RAKEZ was set up in 2017 to bring together the zones and clients of RAK Free Trade Zone and RAK Investment Authority, and it now covers a wide spread of activities: professional services, consulting, trading, e-commerce, media, education, and light manufacturing. It is not a niche zone. It is a general-purpose one, built for volume and accessibility.

That accessibility is what makes it worth understanding properly, because the question is not really “what is RAKEZ?” but “is it the right freezone for this particular business?”

What RAKEZ actually offers

The core benefits are those common to all UAE freezones: 100% foreign ownership, no personal income tax (which applies across the UAE regardless of freezone), and no restrictions on repatriating profits.

Beyond that, RAKEZ’s specific appeal is its cost structure and its activity flexibility. The activity list is broad enough that most service, trading, or online businesses can find a fitting licence category without needing to explain an unusual business model to a licensing officer. Setup is relatively straightforward administratively, and the zone has scaled its processes to handle international applicants efficiently.

RAKEZ also offers both standard freezone company licences and a freelance permit, which is a lighter structure that can work for solo remote founders at the early stage of building UAE residency and substance.

Who RAKEZ suits well

The founders who fit RAKEZ most naturally tend to look like this:

  • A consultant, coach, or online service provider who needs a compliant UAE company and residency visa but is not pitching to UAE-based enterprise clients for whom a Dubai address signals something.
  • A small trading company sourcing internationally and selling internationally, where the UAE is the legal and tax base rather than the primary market.
  • A startup keeping formation costs lean while establishing a real footprint (registered address, licence, residency visa) before scaling.
  • A creator or digital entrepreneur treating the UAE as a base they operate from internationally, rather than a local business serving UAE customers.

The founders we work with in this category are often comparing RAKEZ against IFZA or Meydan (both Dubai-based and broadly similar in cost) and trying to decide whether the Dubai address is worth paying for. We are an appointed agent for RAKEZ, IFZA and Meydan, and our Company Formation team can set out how the three compare for your activity and visa count.

Who RAKEZ suits less well

Be direct about the trade-offs.

Financial and regulated services are out of scope. If your business involves fund management, brokerage, payment processing, or anything requiring Central Bank of the UAE or Securities and Commodities Authority (SCA) oversight, RAKEZ is not the right base. ADGM and DIFC exist precisely for those activities, with the regulatory infrastructure to match.

Address-sensitive businesses should think carefully. A Ras Al Khaimah registered address is perfectly legitimate and presents no legal issue, but some founders find that clients, partners, or correspondent banks respond differently to a Dubai or Abu Dhabi address. It is not a universal problem, but it is a real one for certain B2B service businesses.

Large-scale UAE mainland trade requires a separate arrangement. Like all freezone companies, a RAKEZ entity cannot sell directly to UAE mainland customers without either a local distributor or a mainland trading licence. For businesses primarily serving UAE consumers or UAE-based businesses, a mainland company or a dual-structure may be more practical.

How RAKEZ compares to other options

FreezoneEmirateRelative costBest fit
RAKEZRas Al KhaimahLowerServices, trading, lean setups
IFZADubaiSimilar to RAKEZServices, startups wanting Dubai address
DMCCDubaiHigherCommodity trading, precious metals, prestige
SHAMSSharjahLowerMedia, publishing, creative
ADGMAbu DhabiHigherFinancial services, family offices
DIFCDubaiHigherFinancial services, legal, professional

This is a rough frame, not a rulebook. Activity type, visa count, and office requirements all shift the calculation. RAKEZ is competitive on price for a one-person or small-team setup, but if you need five or more visas and a substantial office, the comparison changes.

The banking question

A RAKEZ company can open a UAE business bank account. RAK Bank, headquartered in Ras Al Khaimah, is a natural first choice and tends to be familiar with RAKEZ structures. Wio (a digital business bank) is an efficient option for lean operations. Emirates NBD and other larger banks are possible but typically expect more established turnover.

The freezone name is rarely the deciding factor in banking onboarding. What matters more is the clarity of your business model, a clean ownership structure, and having proper documentation ready. That is true regardless of which freezone you choose, as covered in more detail in our UAE business banking guide.

The substance point

RAKEZ gives you a real legal entity, not a shelf company. But substance, having genuine operational presence in the UAE, matters increasingly under the UAE’s corporate tax framework and under international substance requirements. A registered address alone does not satisfy substance for certain activities. If your business model means you are physically elsewhere most of the time, it is worth understanding how the UAE corporate tax rules apply to your structure before choosing any freezone, RAKEZ included.

Questions people ask

What is RAKEZ and how does it work?

RAKEZ is the Ras Al Khaimah Economic Zone, a freezone authority that licenses businesses across consulting, trading, e-commerce, media, education, and light manufacturing, among others. Like all UAE freezones, it offers 100% foreign ownership, 0% personal income tax, and repatriation of profits. Companies operate within the freezone framework, which means trading directly with the UAE mainland requires either a local distributor or a separate mainland licence.

Is RAKEZ cheaper than DMCC or IFZA?

RAKEZ is generally among the more affordable freezone options in the UAE, particularly for sole-establishment licences and small trading or service businesses. IFZA is broadly comparable on price and is Dubai-based, which some founders prefer for client perception. DMCC tends to cost more, but carries significant prestige for commodity and trading firms. The right choice depends on your activity, visa needs, and whether your address emirate matters to clients or banks.

Can I open a UAE bank account with a RAKEZ licence?

Yes. RAKEZ-licensed companies can open business bank accounts in the UAE, including with digital-first banks such as Wio and with traditional banks such as Emirates NBD or RAK Bank. In practice, the freezone you choose rarely determines whether a bank will onboard you, your business model, transaction profile, and the quality of your documentation matter far more. RAK Bank, headquartered in Ras Al Khaimah, is a natural first call for RAKEZ companies.

Does RAKEZ suit digital nomads and remote founders?

It can, yes. RAKEZ offers a freelance permit option alongside its standard company licences, which some remote founders use as a lean entry point into UAE residency. That said, a freelance permit is not a full limited company, so if you need to invoice corporate clients, take on employees, or demonstrate substance, a full RAKEZ licence is more appropriate. The right structure depends on your income sources and how your clients want to contract with you.

What activities is RAKEZ not suitable for?

RAKEZ does not cover financial services, insurance, banking, or activities requiring Central Bank of the UAE or SCA regulation, those require ADGM, DIFC, or a mainland licence. It is also not the right choice if a Dubai or Abu Dhabi postal address is commercially important to you, or if your business partners and clients strongly associate prestige location with credibility. Manufacturing and industrial activities are available at RAKEZ but require physical facility space at the zone.

Where this gets specific to you: the best freezone for you depends on your activity, how many visas you need and where your customers are. A short conversation narrows it down quickly.
