Best UAE free zone for your business: compared
Know your activity already? Book a call for an all-in quote โ
The UAE has dozens of free zones, and the setup agents who rank for "best free zone" usually sell one of them. This page compares the zones founders from outside the UAE ask us about most. Every fact comes from the zone's own website, read in October 2026 and linked at the bottom. We have left out fees on purpose: packages change often, and we quote one all-in price for your setup instead. Dubai Transition Consultants is an agent for RAKEZ, IFZA, Meydan and RAK ICC, and we will still tell you when another zone suits you better.
How to choose a free zone
Five questions decide it. Answer them in this order and the shortlist usually drops to two zones.
- What is your activity? Each licence covers a defined list of activities, and zones group them differently. A consultant, a trader holding stock and a content creator need different licences. Some activities, such as financial services or media advertising, need extra approvals. Our guide to choosing your business activity explains why this step matters.
- How many visas do you need? Count yourself, any partner who will work in the business, and staff. Your spouse and children are sponsored as dependants (see sponsoring your family). In several zones the visa count depends on the office you lease.
- Do you need a real office? A solo founder can usually start on a flexi-desk or co-working seat. A team, a showroom or stock needs space, and that changes the zone. See do I need an office in Dubai.
- Where are your clients? Free zone companies can trade internationally and with other businesses. Selling direct to UAE consumers or to the local government often points to a mainland licence instead (free zone, mainland or offshore).
- How will you bank? The licence takes days; the corporate bank account often takes weeks. Banks look at your activity, your source of funds and where you live more than at the zone name, and a clean activity description with the right documents makes the difference (why accounts get rejected).
Your home country still has a say
A UAE free zone company does not, on its own, change where you pay tax. The country you are leaving applies its own residence rules to you, and many countries also treat a company as resident where it is managed and controlled, wherever it is registered. If you will keep spending time at home or run the company from there, check that first. The UAE side has rules too: free zone companies pay 0% corporate tax only on income that qualifies (qualifying income explained).

The zones compared
Qualitative, as at October 2026, from each zone's own site. "Banking" is our read of how straightforward account opening tends to be for a foreign-owned company, not a rating from the zone.

Which zone fits which founder
A consultant, contractor or agency owner
IFZA or Meydan. Both are in Dubai, both let you incorporate without flying in, and both suit a professional licence with one or two visas. If your clients are large companies that will check you out, DMCC's name carries more weight; for most consultancies the client is buying your work, not your address. Our guide to setting up a consulting company in the UAE goes into this.
An online seller or importer holding stock
RAKEZ, for its warehouses and industrial zones, or DMCC if you trade commodities. A licence that covers trading goods differs from a services licence, so describe what you sell in detail at the start. See setting up an e-commerce business and setting up a trading company.
A content creator or media business
SHAMS was built for media. If you advertise on social media, SHAMS notes you may also need an Advertiser Permit.
A founder who wants the lowest running cost
The Sharjah zones and RAKEZ usually come out cheapest once visas are added, but "cheapest" depends on your visa count and renewal years. Our cheapest licence guide explains what to compare.
An investor holding shares, property or IP
RAK ICC, which registers holding companies, foundations and other structuring vehicles rather than trading licences. If the structure also needs staff, an office or a residence visa, RAK ICC pairs the holding company with a RAKEZ subsidiary. Read what a UAE holding company is for.
A founder who will keep living abroad for now
Most zones let you form the company remotely, and a UAE residence visa only stays useful if you meet its rules on time spent outside the country. Read can I base my company in Dubai but live abroad and how residency works if you are abroad most of the year.
A family moving together
Pick the zone for the business, then check it can sponsor your residence visa so you can sponsor your family. Where you live in the UAE does not have to match the emirate of your licence.

How we set it up from abroad
You talk to us before you pick a zone. We ask about your activity, visas, clients and where you will live, then recommend a zone and give you one all-in price covering the licence, your visa and the bank account support. We prepare the application, you sign online, and the company is formed while you are still at home. When you fly in, we line up the medical, Emirates ID and bank meetings so the trip is short. Our company formation service page has the detail, and how long company setup takes covers the timeline.
Questions people ask
What is the best UAE free zone for a foreign founder?
No single zone is best for everyone. For a consultant or service business that wants a Dubai address and one or two visas, IFZA and Meydan are the usual shortlist. DMCC suits trading businesses and founders whose clients care about a well-known name. RAKEZ suits physical goods, warehousing and founders happy with a Ras Al Khaimah licence. SHAMS and SPC in Sharjah suit creators, media and lean online businesses. RAK ICC is a registry for holding and structuring companies, not an operating free zone. Start from your activity and your visa count, then compare.
Which UAE free zone has the fastest company setup?
Several zones now issue a licence online in under an hour for simple cases. As at October 2026, Meydan says its Fawri licence for one-person companies is issued in under 60 minutes, SHAMS says under 60 minutes, and SPC says as little as 45 minutes. DMCC says its process takes around 10 working days. RAK ICC says a company is incorporated within 2 working days of documents being submitted. The licence is rarely the slow part: the residence visa, Emirates ID and bank account take longer.
Can I set up a UAE free zone company from abroad without flying in?
Yes, for the company itself. IFZA, Meydan, DMCC, SHAMS and RAK ICC all say on their own sites that incorporation can be done without being in the UAE. You need to be in the UAE for the residence visa steps, the medical test and Emirates ID biometrics, and banks often want to meet you.
How many visas do I get with a free zone licence?
It depends on the zone and the space you lease. DMCC links visa numbers to the size of your office. RAKEZ says a flexi desk is limited to one visa. SHAMS allows up to 50 visas per licence depending on activity and office space, with a business plan needed above 10. Meydan lets you add visas when the business needs them. Tell us your headcount, including family, and we match the package to it.
Does a UAE free zone company mean I stop paying tax at home?
Not by itself. Your own tax position depends on the residence rules of the country you are leaving, and many countries also tax a company where it is managed and controlled. The UAE has its own corporate tax too, and free zone companies only pay 0% on income that qualifies. Take advice in your home country before you rely on the move for tax.
Why do you not show free zone fees?
Packages change month to month, and the cheapest headline price often leaves out visas, renewals and the bank account. We quote one all-in price for your activity and visa count instead, so you can compare like with like.
