What is the UAE Green Visa?
The Green Visa is a five-year, self-sponsored UAE residency permit introduced under Federal Decree-Law No. 29 of 2021 as part of a wider reform to make UAE residency more accessible and less dependent on employer ties.
Before the Green Visa existed, most residents needed either an employer to sponsor them or a company licence in their own name. The Green Visa breaks that dependency for four defined groups: skilled employees, freelancers and the self-employed, investors in the UAE, and entrepreneurs.
Who qualifies for the Green Visa?
Skilled employees
Salaried professionals qualify if they hold a valid employment contract classified at a certain skill level and earn a salary that meets the ICP’s current threshold. The occupational classification follows the ISCO (International Standard Classification of Occupations) framework, broadly, professional and technical roles. If you are employed by a UAE company or a freezone entity and your role meets the criteria, you may apply independently of your employer’s standard visa process.
Freelancers and the self-employed
This is the category that attracts the most international interest. To qualify as a freelancer or self-employed individual, you need a freelance permit or licence issued by a UAE authority, a freezone such as IFZA, Meydan, SHAMS in Sharjah, or a mainland-issued freelance permit through a relevant authority. You also need to demonstrate a minimum annual income or financial self-sufficiency, verified by bank statements or a financial solvency letter.
Investors
Investors in a UAE business, not real estate, can qualify if they hold an active commercial licence. The investment does not need to be large-scale; this category is aimed at working investors running genuine UAE operations, not passive capital placement.
Entrepreneurs
Those who own or are a partner in a startup registered with an accredited UAE business incubator or accelerator can qualify under the entrepreneur category. The incubator or accelerator itself must be approved by the relevant authority.
Green Visa vs Golden Visa: which applies to you?
| Feature | Green Visa | Golden Visa |
|---|---|---|
| Duration | 5 years | 10 years |
| Self-sponsored | Yes | Yes |
| Target profile | Skilled employees, freelancers, active investors, entrepreneurs | High-net-worth investors, exceptional talent, senior professionals |
| Property investment route | No | Yes (above AED threshold) |
| Family sponsorship | Yes | Yes |
| Income/investment threshold | Moderate (salary or licence-based) | Higher (varies by category) |
The Golden Visa suits those making a larger capital commitment or holding recognised exceptional talent status. The Green Visa is the more accessible, broadly applicable route for founders, freelancers and professionals building a working UAE base.
How does the application process work?
Applications are processed through the ICP (Federal Authority for Identity, Citizenship, Customs and Port Security) or through a UAE freezone or mainland authority depending on your category. The typical steps are: obtaining the relevant permit or employment contract, passing a medical fitness test, and completing biometric registration for the Emirates ID.
Freezone authorities such as RAKEZ and DMCC often facilitate the process for their licence holders as part of the overall onboarding. For freelancers based out of SHAMS or IFZA, the freezone typically coordinates the visa application alongside the licence issuance.
Can I use the Green Visa as a UAE tax residency anchor?
The UAE levies 0% personal income tax, and the Green Visa is a legitimate long-term residency instrument. However, UAE tax residency, and eligibility for a UAE Tax Residency Certificate (TRC) from the Federal Tax Authority, requires more than simply holding a visa. The Ministerial Decision on tax residency sets out criteria including physical presence and centre-of-life indicators.
For founders who want to genuinely base their tax affairs in the UAE, understanding the UAE tax residency certificate and the substance requirements that support it is an essential parallel step to the visa itself. The visa opens the door; substance keeps it open.
Where in the UAE does the Green Visa apply?
The Green Visa is a federal instrument, it is valid across all seven emirates. Whether you are based in Dubai, Abu Dhabi, Ras Al Khaimah or Sharjah, the visa category and eligibility criteria are the same. What differs is which freezone or authority issues your underlying licence or permit, and that choice can affect costs, activity scope and the ease of banking. The comparison of UAE freezones is worth reading before you decide which licence to anchor the visa to.
