Abu Dhabi free zone licence cost vs Dubai mainland cost

By Alan Underwood Founder of Dubai Transition Consultants. Moved himself and his businesses to the UAE. Last reviewed 18 October 2026
In shortAn Abu Dhabi free zone licence usually costs less upfront than a Dubai mainland licence, because a flexi-desk can often replace a leased office. Over a full year the gap narrows or reverses once visas, activity approvals and premises are counted. Fees vary by zone and activity, so compare total first-year cost rather than the licence line alone.

Which costs less: an Abu Dhabi free zone licence or a Dubai mainland licence?

On the licence fee alone, an Abu Dhabi free zone is usually the cheaper route. A mainland company in Dubai usually costs more in total, mainly because of premises. But the headline fee is the least useful number in this comparison, and I would not choose a structure on it.

Most of the difference sits in what surrounds the licence: where you sit, how many visas you need, and who your customers are.

What actually drives the cost on each side?

Five things move the total, and they move it differently in each setup.

Free zone prices are usually bundled, which makes them look simple. Mainland costs are itemised, which makes them look higher even when the end figure is closer than you expect.

How does Abu Dhabi differ from Dubai on price?

Abu Dhabi is not one free zone. ADGM is the financial centre, with its own legal framework, and it tends to sit at the premium end because it is built for regulated and institutional activity. Zones such as KEZAD, Masdar City Free Zone and twofour54 serve industrial, technology and media businesses, and their pricing follows those sectors.

Dubai’s free zones (DMCC, IFZA, Meydan and others) compete heavily on package pricing, and in general that competition keeps entry costs low. If a budget setup is the goal, RAK’s RAKEZ is usually the comparison point, and Sharjah’s SHAMS suits media and creator businesses.

Our free zone comparison work covers how these zones stack up by activity.

When does the mainland cost justify itself?

When your customers are in the UAE. A mainland licence from Dubai Economy and Tourism lets you contract with government bodies, retail customers and local companies without workarounds. Most activities are now open to 100% foreign ownership, so a local sponsor is no longer the cost it used to be. Our guide on starting a business in Dubai as a foreigner explains where exceptions remain.

A free zone that looks cheap can become expensive if you then need a mainland permit, a branch or a distributor to reach your customers. That is the most common costing mistake we see.

Does corporate tax change the comparison?

Less than people expect. The UAE charges 9% corporate tax above the threshold, and the Federal Tax Authority is clear that a free zone licence does not exempt you automatically. The 0% rate applies only to a Qualifying Free Zone Person earning qualifying income. Mainland companies pay 9% on taxable income above AED 375,000 (u.ae, as at October 2026). A resident business with revenue of AED 3 million or less can elect Small Business Relief, which the Ministry of Finance has extended to tax periods ending on or before 31 December 2029.

So tax rarely decides the licence choice for a small operating company. It matters more for holding companies, trading businesses and anyone planning to serve mainland customers from a free zone.

What do people forget to budget for?

Three things come up repeatedly:

  • Renewals. The licence, premises and every sponsored visa renew annually or on a fixed cycle.
  • Approvals. Regulated activities need sign-off from a regulator on top of the licence.
  • Banking. Some structures face slower or more selective account opening, and that has a time cost even if it has no fee.

None of these appear in a headline licence price, and all of them show up in the first year.

How should you decide?

Start from three facts: where your customers are, how many people you will sponsor, and whether you need a physical presence at all. If you are a location-independent founder serving clients abroad, a free zone in Abu Dhabi, Dubai or RAK is usually the lighter-cost base. If you sell mainly inside the UAE, the mainland tends to be cheaper than the workarounds.

Questions people ask

Is an Abu Dhabi free zone licence cheaper than a Dubai mainland licence?

Usually on the licence line, yes, particularly for service businesses that can use a flexi-desk. Dubai mainland costs rise once you add a tenancy contract and the approvals some activities need. The honest comparison is total first-year cost for your specific activity and headcount.

Why is ADGM often priced higher than other Abu Dhabi free zones?

ADGM is an international financial centre with its own common law framework and a regulator, so it suits fund managers, fintechs and holding structures. Zones such as KEZAD, Masdar City Free Zone and twofour54 are aimed at industrial, technology and media activity. Pricing reflects what each one is built for.

Can an Abu Dhabi free zone company trade directly in Dubai mainland?

Not by default. Free zone companies generally serve clients through the zone, contract with mainland customers on a limited basis, or add a mainland permit or branch where the rules allow it. If most of your customers are on the Dubai mainland, price a mainland licence or dual licence from the start.

Do I pay less corporate tax in a free zone?

Only if the company qualifies as a Qualifying Free Zone Person and the income is qualifying income, which can be taxed at 0%. Otherwise the standard 9% rate applies above the threshold, in a free zone or on the mainland. Licence cost and tax treatment are separate questions.

What costs recur every year on either licence?

Licence renewal, premises or flexi-desk renewal, and visa renewals for anyone sponsored are the main ones. Audited accounts and corporate tax filings can also apply depending on the zone and structure. Budget for these alongside the first-year setup.

Where this gets specific to you: the best freezone for you depends on your activity, how many visas you need and where your customers are. A short conversation narrows it down quickly.
